On Monday the 25th, Handong Global University (President Dosoung Choi) declared Ulleung-gun as the K-U City 'Sustainable Development Pilot Area' and signed a 'Ulleung Global Green Island Project Agreement' along with Gyeongsangbuk-do, Ulleung High School, and representatives from seven corporations at the Creation Library of Handong Global University.
The agreement ceremony, initiated by Gyeongsangbuk-do's announcement of the 'Ulleung Global Green Island Project' led by Director Sung Hyun Jung of the Local Administration Policy Division, saw the participation of 11 individuals including President Dosoung Choi of Handong Global University, Governor Cheol Woo Lee of Gyeongsangbuk-do, Mayor Han Kwon Nam of Ulleung-gun, Director Nam Jun Jo of the NTU Center for Conversion Economy, David Batstone, CEO of Hydra Energy, Hun Chan Lee, Korean representative of Manduka, Principal Young Cheol Jo of Ulleung High School, and Director Il Mo Kang of the Pohang Geological Resources Verification Center.
During the event, three major changes and five strategic plans were presented to achieve sustainable social, economic, and environmental development in Ulleung Island. The three changes include the enforcement of the Ulleung Special Act, designation as an educational development special zone, and realization of a regulation-free zone. The five strategies include establishing Ulleung Island as a hub island connecting the sky and sea, a white space island, a clean island, a world-class natural tourism island, and building global governance in the form of K-U City Ulleung.
Through the signing of the agreement, the involved parties agreed on various initiatives: companies actively collaborating to recruit local talents in the global green sector, universities supporting the cultivation of regionally specialized talents necessary for local communities and global green industries, high schools conducting field training and joint education with universities, and tailored education programs. Local governments (Gyeongsangbuk-do and Ulleung-gun) agreed to oversee administrative and financial support for building educational infrastructure and creating residential conditions.
Handong Global University aims to establish the Handong-Ulleung Campus and research institute on Ulleung Island to recruit and nurture local talents, conduct education for residents, and the Singapore Nanyang Technological University (NTU) Center for Conversion Economy plans to create new industries through conversion economy research, focusing on creating value from marine waste and achieving energy self-sufficiency.
President Dosoung Choi of Handong Global University emphasized the importance of the agreement ceremony, stating that "the cultivation of local talents and settlement through quality education is essential for establishing a local development ecosystem" and that "identifying and attracting locally specialized industries with sustainable companies and institutions is a top priority."
Governor Cheol Woo Lee of Gyeongsangbuk-do stated, "Under the pretext of protecting the pristine natural environment, Ulleung-gun has been unable to even establish basic environmental facilities due to various regulations and constraints. Through this agreement, we will nurture Ulleung as a globally renowned eco-friendly economic and tourist island, in collaboration with global ESG companies.
