Handong Global University and Universities in Cambodia and Thailand Host the Third Round of Mock Legislation Joint Camp

- 36 people participated from Handong Global University (Korea), Royal University of Law (Cambodia) and Economics, and Thammasat University (Thailand)

The UNESCO UNITWIN Project Team at Handong Global University (hereinafter UNITWIN-HGU Project Team) held the thrid round of Cambodia Joint Camp for Legislation: Legislative Solution for the World Without Borders (hereinafter Mock Legislation Joint Camp) for three days from November 2 to 4 in Siem Reap, Cambodia.

The Mock Legislation Joint Camp is held every year as part of the UNITWIN-HGU Project Team's Joint Education project. It is an educational course that presents sustainable solutions to various social problems faced in developing countries through the legislative process. The Mock Legislation Joint Camp, which consists of lectures and small group discussions, motivates participating students and fosters their legal problem-solving skills through activities such as exploring social problems in each country and drafting laws to solve them.

The first and second round of Mock Legislation Joint Camp held in June and September were conducted non-face-to-face in Pohang, Korea, Phnom Penh, Cambodia and Bangkok, Thailand, but this third round Mock Legislation Joint Camp was held on-site in Siem Reap, Cambodia. 36 Professors, undergraduate students, and graduate students from Handong Global University (Korea), Royal University of Law and Economics (Cambodia) and Thammasat University (Thailand) were participated.

The first day started with an orientation by Handong Global Univeristy Professor Angela Semee Kim (School of Law). Afterwards, special lectures were given on ‘Law Making: What is Legisprudence’ by Handong Global University Professor Kukwoon Lee (School of Law) and ‘Law Making: The Principle of Proportionality’ by Thammasat University Professor Lasse Schuldt. On the second day, Students presented legislative solutions to social problems in each country that were researched and analyzed in the first and second rounds.

The social issues that students researched and presented are as follows: Legislation issues related to cyber financial crime, online child sexual exploitation through social media platforms, ESG regulations for companies, methods of relieving victims of telecommunication fraud, and issues of overstatement of profits. Through the Mock Legislation Joint Camp, students analyze laws related to social issues in each country, explore alternatives to solve the limitations and problems of relevant current laws in each country, draft bills related to them, and study the purpose and content of the bills.

In the first and second round of Mock Legislation Joint Camp, students looked for recent legislation and cases related to social issues explored in small groups. In this third round, based on their research and feedback from professors, each small group presented specific information and reasons for solving the problem, reflecting the purpose and direction pursued by related laws and regulations. Mock Legislation Joint Camp is a civic education that connects society spatially with social participation and connects the legal and political areas in terms of content.

Phalthy Hap, Dean of the Royal University of Law and Economics Graduate School, said he was impressed by the fact that the participating students presented practical legislative alternatives that well reflected the feedback they received from the previous Mock Legislation Joint Camp. He also expressed great expectation for the Mock Legislation Joint Camp to be held next year. Professor Angela Semee Kim said, “I hope that the Mock Legislation Joint Camp will continue to help solve social problems in each country and create legislative alternatives that will help strengthen global cooperation beyond borders.”

* UNESCO UNITWIN (UNITWIN, UNIversity, TWInning, and Networking) was established by UNESCO in 1992 for the purpose of reducing the knowledge gap and fostering self-reliance in developing countries by the educational method of supporting university and research institutions in developed countries through a network between developed and developing countries’ universities. In Korea, HGU was designated as the first UNITWIN host university in 2007.

* In addition to this, HGU is accelerating the promotion of internationalization through various ways. It was designated as the first OECD intern dispatch university in Korea (2008), recognized as the host university of the UN Academic Impact, and named as UN depository library operating university. Also, it was acknowledged as a host university for UN NGO meeting (2016) and opening of UNAI Ban Ki Moon Institute for Global Education was followed. (2019).
