A Special Lecture by Judge Kang Il-won

On October 28, 2015, Judge Kang Il-won of the Constitutional Court lectured on the history and function of Constitutional Courts and the current status of exchange with foreign institutions such as the Venice Commission. Kang Il-won of the Constitutional Court graduated from Seoul National University and he has been serving the court since 2012.

He introduced the history of the Constitutional Court of Korea, established in September 1988, as a way to consist the judge, function of Constitutional Court of Korea in order to realize ideology and value, so this has served as a venue to understand the Constitutional Court of Korea for the students of HILS who are studying international law courses and dreaming of practicing law abroad.

Judge Kang Il-won also works on the Constitutional Council of Venice Commission. Venice Commission is the Council of Europe's advisory body on constitutional matters, established in 1990. The Commission has 60 member states: the 47 member Council of European member states, plus 13 other countries (Algeria, Brazil, Chile, Israel, Kazakhstan, the Republic of Korea, Kosovo, Kyrgyzstan, Morocco, Mexico, Peru, Tunisia and the USA). Korea received an accession in 2006. The European Commission and OSCE/ODIHR participate in the plenary sessions of the Commission.

Judge Kang Il-won said, “the Constitutional Council also requires various perspectives so the future role of HILS graduates who studied American Law and International Law. There are high expectations.” He focused on their role under the Korean judicial system based upon American Law and International Law. Also, he shared the historical meanings and judicial values behind some precedents He provided an opportunity for students to have more interest in the Korean Juridical System. 

During the Q&A session, he introduced and explained recent specific judgement decisions.
Student Ha-jun Yang, in the second second year of HILS said, “I had a great time because I learned the global trends of the Constitutional Council and I thought about how to contribute Korean jurisdiction after completing American lawyer course as Korean.”

HGU HILS is the first American law school in Korea since 2002 and is a prestigious law school that nurtures 294 or 70% American lawyers compare to the current graduates.
